ABOUT THE POSITION
Maintains and processes payroll records and reports for accounting of salary/wages, accruals, deductions and other payroll functions; analyzes payroll information; makes recommendations for implementation and policy or procedure development. There is one position available in the Auditor-Controller’s Office.
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
- Associates degree in accounting, business administration or a related field.
- Four (4) years of experience in payroll accounting. Public sector experience is preferred.
RESPONSIBILITIES AND DUTIES
Important responsibilities and duties may include, but are not limited to, the following:
Processes, analyzes, and reconciles accounting and technical transactions; monitors compliance with accounting principles, County procedures, and laws and regulations.
Coordinates, prepares, processes, audits, and maintains a full range of payroll records, documents, files, transactions and reports, including eligibility lists, mandated employment reports and records for the County, State and Federal governments.
Establishes, monitors, and maintains payroll information databases including payroll schedules, tax tables, mandatory and elective deductions, employee payroll data, seniority lists, etc.
Prepares and assists with the development and preparation of various statistical and financial records, policies, procedures, projects, and programs; evaluates and analyzes alternative courses of action and makes recommendations.
Prepares numerous reports as requested.
Administers and maintains compliance with federal, state, California Public Employees’ Retirement Law (CPERL), personnel, County regulations, policies, procedures, and collective bargaining agreement rules, as applied to payroll.
Processes changes in employment status, including new hires, promotions, reclassifications, transfers, terminations, and leaves of absence as it relates to the payroll process; verifies employment.
Identifies problems and recommends improvements and modifications, both internal and external.
Explains and advises administration, management staff, County departments, and employees on regulatory or
procedural requirements related to payroll.
Researches and audits payroll/transactions to resolve issues and validate data.
Provides training and direction in areas of payroll administration; assists with the interpretation and correct application of County payroll policies and procedures.
Prepares and submits required tax deposits and payroll tax returns; processes and balances year-end payroll reports for both internal and external purposes.
Maintains security and confidentiality of payroll records of all current and former County employees.
Maintains accurate records and files related to the areas of assignment.
Performs various office and administrative functions related to assigned duties.
Performs related duties as required.
CalPERS retirement plan, either 3 @ 60 for Classic, or 2 @ 62; deferred compensation plans available with monthly matching employer contributions; paid holiday, vacation, and sick leave; health reimbursement arrangement; paid health insurance, life insurance, dental and vision insurance for employee. If employee elects not to enroll in County insurance and can provide proof of other group health insurance coverage, they may be eligible for a $300 monthly cash in-lieu benefit. This position is part of the Colusa County Employees Association (CCEA), Miscellaneous Unit.
Important Note: Family health, dental and vision insurance coverage will be covered entirely by the County contribution for employees who elect to enroll in the PERS Select health plan.
